Gordon Foodservice's Primo Gusto

Has anyone who's used the Primo Gusto Crust and Bread Flour from Gordon Foodservice noticed that it struggles to develop gluten with anything over 60% hydration, or is it just me? I'm thinking that it has an extremely low gluten content, but there's no information offered on their website.
